MPCA fines construction firm $14,475 for storm water violations

Alliance Building Corp. completes corrective actions at Sleepy Eye Apartments

SLEEPY EYE — On Monday, the Minnesota Pollution Control Agency (MPCA) reported that Alliance Building Corporation has been penalized with a fine of $14,475 due to non-compliance with construction storm water permits at their Sleepy Eye apartment project.

An enforcement investigation by the MPCA in July 2023 revealed that the company breached several regulations at the site of a 44-unit apartment complex. These infractions included the mishandling of liquid washout from waste and a lack of appropriate corrective measures.

During an inspection in the previous summer, the MPCA also found additional issues, such as the company’s failure to record projected amounts of soil erosion prevention and sediment control, which are vital for managing environmental impact in such multi-family, market-rate housing developments.
